Most genocide in the modern day tries to aim for economic strangling by eliminating/stealing what few opportunities exist for some populations. See, for instance, the IDF’s efforts to starve Gaza rather than shoot every single Palestinian. Or fascist America’s efforts to deny jobs (even the ones that are not in competition) to disabled or minorities.
