It’s Called Fog Panther. Flathub: FogPanther Claims to be written in GTK4. Looks like a modified GIMP. Made by a business consulting firm, looks sketchy to me.

I think OP is referring to Fog Panther, I just saw this yesterday in Flathub: https://flathub.org/en-GB/apps/com.fogpanther.FogPanther. It definitely appears to be some jackass selling a blatant GIMP clone.
the “art” looks very ai as well and given it’s only a single layer it certainly is not made in this software or by the person making this software
The program Fog Panther (if this it the program the OP is referring to) was already rejected for using (entirely?) Ai: https://github.com/flathub/flathub/pull/8077 . 3 weeks ago they closed it with conclusion:

The lack of layers in the layer panal is suspious.
Also adding the fact the image is a typical Ai generated size of max 1024 x 1024 (slightly lower on one side, probably watermark removed) and the randomized image names indicate a web download. Very Amogus.
